The establishment of Crèches, Day Care Centers, and Nurseries are mostly by the effort of private person, NGO, churches and communities. The kindergartens (Which form part of the basic education system) are however, mostly established by the Government. The Ministry of Education and Ministry of Gender Children and Social Protection have had the joint responsibilities, under the Laws of Ghana. (The children’s act 560 of 1998 and the early childhood care and development policy, 2004), for these early childhood facilities because of the welfare / care and educational need of children.
